About Campus Financial


Campus Financial is an independent, fee-only student financial aid consulting firm providing education, advice, planning services, and filing assistance, all designed to maximize financial aid. As a member of the Virginia Association of Student Financial Aid Advisors and the International Association of Registered Financial Advisors, Campus Financial has a fiduciary responsibility to its clients.

Our Owner

Tom Leahy is the owner of Campus Financial and has 24 years of experience in helping families maximize the assistance they receive. He is also co-owner and the Managing Partner of OptimumEd and has assisted dozens of families with their college planning needs.

He is a member of the Virginia Association of Student Financial Aid Administrators and the Higher Education Consultants Association. He is a member of the International Association of Registered Financial Consultants (RFC) and is certified by the College of Financial Planning as an Accredited Asset Management Specialist (AAMS).

Tom has published the fourth edition of his college planning book “Plan for College, Prepare for Life – The No-Nonsense Guide to Higher Education Planning,” and has been published in the Richmond Times-Dispatch. Tom has also been featured in other local publications and on local radio and television as an expert on college and financial aid planning.

Tom has delivered seminars for The Governor’s School for International Studies, Richmond Community High School for the Gifted and Talented, the Chesterfield County School System’s “Very Informed Parents’ Program” (VIP), and other schools, church and civic organizations, and corporations.

He is also the co-founder and current chairman of Beacon Tree Foundation. He is dedicated to assisting families with children struggling with mental or emotional issues by providing education, access to resources, and gap funding.

He is a graduate of the University of Florida and earned his Master’s Degree from the University of Oklahoma. A retired military officer and army veteran, he is a graduate of the Army’s Command and General Staff College and the Defense Information School.

Tom sat on the board of the St. Francis Medical Center Community Advisory Board, the Virginia Treatment Center for Children’s Advisory Council, and the Program Committee for the Children’s Mental Health Resource Center. He is a member of the Midlothian-Chesterfield Kiwanis. Tom was the past president of the Midlothian Youth Soccer League for six years and held a previous board seat with the Three Springs Foundation, Huntsville, Alabama.
